I personally love C# and the .NET Framework. It performs nicely and has a lot of nice language features (especially some of the newer asynchronous and multi-threaded programming tools). You can develop Winforms or WPF applications easily and the IDE is great for this.

 

It does have a couple of significant downsides, mainly that it is only fully supported on Windows (Mono does a good job for parts of the language on Linux). The other major issue which might affect you if you are coming from Matlab is that the .NET Framework doesn't have much support for matrix maths. You would probably have to dig out a third party library to handle that if required.
