Tengu in RvB probably not best idea. However, outside of an RvB envrionment, my major criticism is that you fit a 10MN afterburner. Put a 100MN. It's just the way to fly a tengu - kite with speed and ignore scrams. Webs and neuts are the death of you, but if your opponent doesn't have them, there isn't much they can do about you. Low sig, high speed, good resist profile, decent damage/project, and difficulty to pin down is what makes the tengu a good ship. With a 10MN afterburner you are just a sitting duck waiting to be webbed and popped by a blob of killmail thirsty savages.
100MN eliminates ability to fit the x-large asb's because of fitting requirements.
If you aren't doing 100MN, then either fly an othrus or a cyclone. Cyclone does what you are trying to do with a tengu for cheaper. Can't fly those? Then get into a cheap RML caracal. Get kills against blobs at a minimal loss. You could buy dozens and dozens for the price of a tengu.
